AbstractIntended for use by parents of infants, toddlers and preschoolers, this guide presents, in question and answer format, basic information about early intervention and special education services. Questions about services for the period from birth through 2 years include the following: "What are early intervention services?""What is an assessment?" and "What is an Individualized Family Service Plan?" Questions about special education programs for children ages 3 through 5 include: "What should I do if I think my preschool child needs special education?"; "Whom do I contact first for help?" and "Will I have to pay for the assessment or for services my child is eligible for?" Next are questions and answers specifically about programs and services for rural, American Indian, adoptive/foster, and military families. A parent's dictionary provides definitions of 40 terms commonly encountered in special education. Brief summaries are also provided of the major provisions of Public Law 94-142, the Education for All Handicapped Children Act and Public Law 99-457, the Education of the Handicapped Act Amendments of 1986. An annotated bibliography of 12 references is also included, as is a sample record-keeping worksheet. (DB)
