AbstractEconomic self-sufficiency is the key to reviving and maintaining a strong Indian culture; therefore, the goal of the Passamaquoddy Enterprise Zone Project was to develop an understanding of the types of business that do well in the area and those that do not do well. The study used interviews with business managers as well as case studies of 12 existing businesses. Positive factors affecting the business climate were: a large "captive" labor force; tax free status; federally funded training programs through the Carl D. Perkins Vocational Training fund; availability of space; preferential government contracts; priority for federal grants; and the Tribe's financial assets, which make leveraging possible. Deterrents for prospective businesses were: social problems in the Tribe; inadequate infrastructure (water and sewage); geographic isolation; potential lack of support by tribal government; and lack of a sizable skilled and reliable work force. The three types of businesses in the case studies were: joint ventures between the Tribe and private firms; Indian-owned entrepreneurships; and tribal enterprises. The appendix, which makes up over three-fourths of the document, describes each business in terms of business history, business operation, work force, goals and expectations, and findings and conclusions.
