AbstractIn 1989-90, a study was conducted of the activities that the California community colleges funded with monies set aside as mandated by Assembly Bill (AB) 1725 for faculty and staff development. The purpose of the study was to develop accountability procedures for monitoring the faculty and staff development fund for community colleges. The study involved a review of the literature on faculty and staff development, analyses of college documents, visits to 10 campuses, a statewide survey, and meetings with several constituent groups. Study findings included the following: (1) the colleges surveyed used the AB 1725 funds to expand existing programs, conduct needs assessments, and distribute professional development funds to large numbers of staff members; (2) the strongest features of the expanded activities were organized staff development programs (for faculty, classified, and administrative personnel on each campus), new procedures for allocating funds, and newly emergent leadership; and (3) the weakest features were difficulty in linking institutional, constituent group, and individual needs and priorities and minimal attention to assessing tangible local outcomes. Based on study findings, nine recommendations were developed concerning delineating responsibilities, linking local needs with authorized uses and allocations, evaluating efforts, maintaining a database of staff development models and resources, training the coordinators, revising the funding formula, relating staff development to student learning, conducting follow-up studies, and revising the authorized uses of AB 1725 funds.
