AbstractWith the advent of Public Law 99-457, special educators may be expected to observe and/or serve on Hospital Ethics Committees (HECs) in order to better assist families who have seriously ill and handicapped infants and children. Issues considered by such committees include alternative viewpoints on infant euthanasia and their right to life, the provisions of current child abuse legislation, and possible effects on families. This article discusses HECs and the issues with which these committees grapple. The paper describes the HEC in one large, metropolitan/suburban hospital. Additional issues reviewed in the context of biomedical technology are withholding versus withdrawing treatment, experimental therapy, brain death in infants, technology and the prolongation of dying, and infant donors. It suggests some guidelines to assist in the training of special educators for serving on or supporting these committees, such as having special education students observe an HEC and provide respite care to families of infants and children with severe handicaps. The paper concludes with four case histories which exemplify the complexity of the issues and allow the reader to consider the issues presented within the context of the reader's personal values and opinions.
