AbstractConducted state-wide in Pennsylvania, this study expands on several research studies of the quality of day care reported by Phillips (1987). Observations and evaluations were made of 149 randomly selected day care centers and family day care homes. The day care and family day care versions of the Child Development Program Evaluation Licensing Scale (CDPE), the Early Childhood Environmental Rating Scale (ECERS), and the Family Day Care Home Rating Scale (FDCRS) were used. Findings indicated a significant difference between not-for-profit and for-profit day care centers. Day care centers scored significantly higher than family day care homes. Program compliance scores, as measured by the CDPE, and program quality, as measured by the ECERS and FDCRS, showed a strong curvilinear relationship. Rural programs scored significantly higher than urban programs on program quality measures. Although not-for-profit day care programs appeared to be of higher quality than for-profit programs, investigation is needed to determine why this difference in quality does not extend to agency-sponsored homes. Another issue needing further investigation is the drop-off in quality that occurs when centers go from substantial to full compliance with state day care regulations. Over 30 references are cited.
