Abstract | School year 1987-88 marked the mid-point of the seven-year desegregation settlement for the Cincinnati (Ohio) Public Schools. This report presents data from a review of progress that was provided for in the Bronson Settlement Agreement, answers plaintiff questions, and addresses district concerns. The following subjects are discussed: (1) progress in meeting the requirements of the Taeuber Index; (2) alternative schools; (3) Open Enrollment Program; (4) staff racial balance; (5) unbiased tests and policies, including standardized testing, minority acceleration program, and suspension and expulsion policy; (6) isolation within buildings; (7) improvement in low achieving schools; (8) extracurricular activities; and (9) district/city housing activities. Comments, suggestions, or criticisms are provided at the beginning of each section. Appendices provide the following data for the 1987-88 academic year: (1) entry journalizing results of mandated midpoint hearing; (2) projections for Taeuber Index levels, and Taeuber impact of Price Hill Plan; (3) summary data on Alternative Programs, Open Enrollment Program, and Low-Achieving Schools Program; (4) evaluation of Open Enrollment Program; (5) settlement agreement status reports; (6) achievement tests results and on college-related testing programs; (7) Walnut Hills High School, Minority Acceleration reports on Program evaluation; (8) summary of suspensions and expulsions; (9) systemwide discipline review committee assignments; (10) analysis of racial and gender balance; (11) findings of a study on student involvement in extracurricular activities; (12) letters between the court, counsel, and district regarding position description for Director of Bronson Settlement Agreement; and (13) minutes of communitywide task force.
