Abstract | The policy analysis examines application of permanency planning principles (services in family settings that provide continuity in relationships) to services for developmentally disabled children (through age 21) in Colorado. Section I provides an extensive description of permanency planning principles and a discussion of their theoretical and historical framework. Section II reviews the array of alternatives to institutionalization, namely: family support services, temporary foster care, and various forms of adoption. Section III presents alternative decision-making criteria for selection among program options. Section IV analyzes the current status of funding and program alternatives to institutionalization in Colorado. Section V describes a "model" permanency planning service system developed by the Michigan Department of Mental Health. Section VI looks at barriers to changing the current system status. Section VII concludes the analysis with recommendations for implementing a system in Colorado that reflects permanency planning principles.
