Abstract | This bulletin reflects the commitment of Syracuse University's Center on Human Policy to the idea that children belong with families. The bulletin contains a policy statement which recommends; that all children, regardless of disability, belong with families and need enduring relationships with adults; that families with severely disabled children should be supported as needed; and when children cannot stay with their families due to family crises or other circumstances, efforts should focus on (1) reuniting the family; (2) adoption; and (3) foster care in that order. Efforts of public and voluntary agencies to apply the statement are documented. An article by Sue Lehr illustrates the need for family support services from a parent's perspective. Following the article, the purpose of family support, its costs, and its funding sources are reviewed. Legislation and innovative programs providing family support are described, including the Michigan Family Subsidy Act and programs in Wisconsin, Montana, Maryland (Calvert County), and New York (Syracuse). The concept of permanency planning is presented, and Michigan's efforts to implement the concept are described, specifically the experiences of the Macomb-Oakland Regional Center in permanency planning, specialized foster care, and respite care.
