AbstractThe Employment Training Panel consists of seven representatives of business and labor who were appointed by the Governor of California and the state's legislature to administer funds transferred from the state unemployment insurance fund for job training. The panel is authorized to contract with employers and schools to conduct training that puts the unemployed back to work or that prevents unemployment from occurring in the first place. About half of the funds were allocated for persons who were still employed but likely to be laid off without retraining. The average trainee was a 32-year-old male who was married and had at least one child. Slightly more than one-half were white, 79 percent were male, and 50 percent had completed high school but had not attended college. The first long-term followup study of completers of three Employment Training Panel programs indicated that program completers experienced significant wage gains and drops in unemployment. To date, the training panel has sponsored a total of 359 projects that provided an average of 370 hours of training at a per-trainee cost of $2,444. A total of 30,042 enrollees have been served, with 16,559 completers being hired and 12,410 retaining employment for at least 90 days. Average posttraining pay was $7.94 per hour.
