AbstractThis report discusses improvements in Buffalo, New York, public schools since 1976, the first year of a court-ordered desegregation plan. Problems, solved and ongoing, are identified and programs addressing them are described. Recommendations are offered for further advancement, and projections about the future of Buffalo schools are also discussed. Following a preface and introduction, which describe central concerns and summarize findings and recommendation, the report is divided into 12 sections dealing with the following topics: (1) dropouts; (2) attendance; (3) testing patterns; (4) enrollment; (5) awards; (6) magnet schools; (7) staff development; (8) parent involvement; (9) suspensions; (10) meeting the needs of handicapped students; (11) improving school quality; (12) improving the school itself; and (13) fiscal management. Since 1976, despite serious budget limitations, Buffalo schools' desegregation programs have improved black students' scores in reading and mathematics. But significant problems remain--further integration is required and black children still are disproportionately represented in suspension and dropout statistics. Also provided are profiles of various elementary and high schools illustrate a variety of school improvement programs. (KH)
