Abstract | This report describes major issues in teaching and current initiatives and proposals to strengthen teaching in New York State. An overview is presented of state action and local projects aimed at teacher improvement in the areas of: (1) recruitment and preservice teacher education; (2) teacher certification; (3) staff development and other improvements in the conditions of teaching; (4) recognition of outstanding teachers and programs; (5) evaluation of teaching personnel; and (6) professional discipline. A discussion of action in each area includes a description of how a need for change in the area was identified; the purpose of proposed actions; a desciption of what action was taken; what, if any, outcomes there have been; and the costs involved.
