AbstractThis document is the first volume of a series of reports on the Community Mental Health Center (CMHC) survey project undertaken to assess the impact of the Alcohol, Drug Abuse and Mental Health Services block grant program on the delivery of mental health services to older persons. Chapter I presents an introduction to and background information on the CMHC survey. Chapter II describes a mail/telephone survey of 233 CMHCs in 41 states which requested information on the impact of the block grant, specialized aging programs, funding sources, the client population, services provided to older clients, and professional and support staff. Chapter III focuses on a series of in-depth interviews and site visits to CMHCs and to Area Agencies on Aging (AAAs) designed to obtain more complete information about the impact of the block grant on CMHC programs and age-related services, and the nature and extent of the interagency contact and cooperation between CMHCs and AAAs. Chapter IV presents 16 recommendations for federal, state, and local reforms to improve the delivery of mental health services to older persons. The recommendations discussed are based on mental health recommendations of the 1981 White House Conference on Aging and on the following major survey and site visit findings: (1) the block grant has had an adverse impact on CMHCs; (2) the aged are underserved by CMHCs; (3) older adults in racial and ethnic minorities are severely underserved; (4) there have been decreases in specialized aging programs; and (5) there is little interagency cooperation between the mental health and aging services networks. An executive summary of the report is included. (NB)
