Abstract | The paper describes an approach to developing systematic procedures for identifying handicapped children that leads to rational decisions regarding placement. An expert system is described which involves the user in a dialogue on data regarding individual children; this dialogue is similar in many ways to a consultation with an expert. After collecting the information, the computer program combines facts and rule-based logic to produce a solution. The system has components for learning disabilities, speech and language, mental retardation, behavior disorders, physical impairment, and sensory impairment. Examples are cited of the learning disabilities component, which contains a knowledge base of over 170 rules. Examples illustrate procedures to test rules and to end the consultation. Additional features of the system include abilities to track and monitor computer logic as the program attempts to determine advice and to query the program at any point in the consultation regarding its intermediate conclusion.
