| Abstract | This report on suspension practices in the Philadelphia Public School system finds that: (1) Since 1977, on the average, 14.9% of the students have been suspended at least once; (2) Of secondary students, 24.9% have been suspended at least once (since 1977); (3) Overall suspension rates have increased for both minority and non-minority students; (4) There is a disproportionate rate of suspension of minority students in some subdistricts; and (5) Socioeconomic class and race differences do not explain high or low suspension rates since some schools with very similar student bodies had very different rates. Site visits to schools offered some possible explanations for different rates of suspension in schools: (1) Low suspension rates correlated with high community-school involvement; (2) Emphasis on instructional development had a beneficial impact on suspension rates; (3) Schools with high suspension rates were characterized by leadership whose interest was in setting standards in order to achieve control, while schools which emphasized instructional development had low suspension rates; (4) Alternative disciplinary programs were viewed by students and staff as meaningless, leaving suspension the only effective mechanism to control behavior. The report concludes with various policy and procedural recommendations for lowering suspension rates. (CG) |
