AbstractThis paper reports information about suspension and paddling of students in the Cleveland Public Schools for the 1981-82 year in junior high schools and high schools. The findings are as follows: (1) While the total number of suspensions issued in each school year since 1971 has been in the range of 19,000 to 29,000, the system has in effect doubled its use of suspension since student enrollment has dropped nearly in half. (2) More than half of all suspensions were for action or behavior by students which involved no violence or incidents and posed no clear danger to other students or staff. (3) Black students were suspended at a somewhat higher frequency than White students. (4) For all grade levels combined, suspensions were issued at the highest rate to Black male students (45%). (5) There was also a large disproportion found in suspension rates by school; in other words, suspensions appear to depend not only on student behavior but also on the school. (6) Paddling is the second most frequent form of discipline in the system; a total of 9,738 paddlings were reported for the year, with junior high school students receiving the largest share and black students being paddled nearly twice as frequently as white students. (7) The application of paddling is unevenly distributed from school to school. Recommendations include: reducing the number of these disciplinary actions by using others; monitoring for racism in the use of these punishments, and monitoring for uniformity of application of these disciplinary actions among schools. Tables showing suspension rates by cluster, school, race, and type of violation, plus a list of schools ranked from highest to lowest in suspension rates, are appended. (CG)
