| Abstract | The Hillsborough County (Florida) Developmental Writing Program (DWGP) was implemented in grades four to six during the 1983-84 school year. The DWP was evaluated to determine the degree of classroom implementation and program effectiveness. Many instructional innovations resulted from program implementation. Students exhibited improved writing skills as a result of participation in the program as evidenced by pretest and posttest scores. The program's effectiveness was reflected by students' higher achievement test scores in reading comprehension, language mechanics, and language expression. Teachers and students developed more positive attitudes toward writing as a result of their participation in the DWP. This final evaluation report consists of a program description, evaluation design, procedures, analysis and results, and conclusions and recommendations. Appendices include DWP control group end of year survey; teacher interview; program topics and procedures; teacher and student attitude surveys; interim report; holistic score scale; list of raters; writing sample growth charts; frequency distributions; inservice training component; and levels of use chart.
