Abstract | The booklet presents the report of the U.S. House of Representatives Committee on Education and Labor regarding the 1983 Child Abuse Amendments to the Child Abuse Prevention and Treatment Act and the Child Abuse Prevention and Treatment and Adoption Reform Act of 1978. The Amendment expands the definition of child abuse to include abuse by residential or home care staff, adds new provisions regarding infants at risk, provides a new thrust on prevention, stresses the importance of staff training, and requires an annual report from the National Center on Child Abuse and Neglect. Additional considerations focus on adoption of school aged and/or handicapped children. A review of the legislative background of the Child Abuse Prevention and Treatment Act is followed by data on awards and appropriations, by a cost estimate by the Congressional Budget Office, and by the amended text of the legislation.
