AbstractA description is given of the format and function of a projected state-mandated evaluation of the Florida Teacher Education Center (TEC) system, a governance structure which coordinates the design, implementation, and evaluation of inservice teacher education programs in Florida's 67 school districts. The organization, program, and financing of the statewide TEC system is described, and the factors that influenced the comprehensive process-product-impact evaluation are discussed. The purpose of the evaluation is discussed: (1) to further clarify the purposes of the TEC; (2) to provide detailed information about implementation; and (3) to evaluate the extent to which the purposes have been achieved. Other main questions to be addressed in the evaluation are also noted: (1) Is the TEC Model functional for all districts? (2) Does the TEC Model produce personnel more able to perform effectively on the job? and (3) What revisions in educational staff development programs are needed? Also discussed are the roles of members of the evaluation team, which will collect, analyze, and synthesize existing data; design and distribute a survey questionnaire; and conduct onsite interviews and observations.
