| Abstract | Exemplary programs disseminated through the U.S. Department of Education's National Diffusion Network (NDN) pertaining to the preservice and inservice needs of higher education institutions were addressed through a survey of NDN program personnel. Attention was focused on collaboration activities that have been planned and implemented. Interviews were conducted in 1981 with developer/demonstrator project personnel and state facilitators at the annual conference of the NDN. Findings based on 37 collaborative programs involving 54 institutions indicated that curricula with a solid theoretical basis are most suitable for collaboration, that willingness by the college is critical, that the appropriate contact at the college should have high status and interest, and that colleges should assume an equitable share of the costs of collaboration. It is suggested that the fact that undergraduate or graduate credit was granted in almost all reported activities indicates that the college has an important role in the dissemination process. Although inservice collaboration activities (33) outnumbered preservice (21) activities, both levels of activity had substantial utilization. Additionally, almost each collaborative activity was unanimously rated as successful. The state facilitators discussed ongoing and past collaborative efforts, which, although similar, also reflected the unique needs and characteristics in each state.
