Abstract | This monograph provides comparative data to assist community colleges in analyzing, planning, and negotiating collective bargaining agreements within the context of a comprehensive Contract Item Analysis (CIA) model. In the monograph, the CIA model is applied to agreements reached in the Illinois Community College System (ICCS), although it provides a framework for negotiating contracts at any academic institution. The first of the report's three sections studies the common characteristics of community college contracts in the ICCS and compares provisions relating to bargaining status, length of contract, teaching load, academic freedom, benefits and leave, grievance definitions and procedures, management rights, and no-strike clauses. The second section outlines the use of the CIA model for: (1) analyzing current or proposed contract language; (2) developing alternative language or counter-proposals; and (3) reacting to union language presented at the outset of or during negotiations. The third section applies the CIA model to four key contract provisions (i.e., grievance procedures, class size, teaching load, and office hours); discusses sample contract language and its implications; and proposes alternative language and actions. Appendices provide a breakdown of bargaining unit membership in the ICCS and a glossary of collective bargaining terms. (HB) |
