Abstract | The provisions of the Adoption Assistance and Child Welfare Act of 1980 (Public Law 96-272 of the 96th Congress) are delineated in this legislative bulletin. The primary purposes of the Act are (1) to establish a program of adoption assistance; (2) to strengthen the program of foster care assistance for needy and dependent children; and (3) to improve child welfare, social services, and aid to families with dependent children programs. Sections of Title I of the Act specify Federal payments for foster care, adoption assistance, and dependent children voluntarily placed in foster care. Title II includes sections on the permanent extension of provisions relating to child day care services as well as permanent extension of provisions relating to services for alcoholics and drug addicts. Title III is concerned with a variety of social security act provisions. (Author/RH) |
