Abstract | This booklet addresses the role of testing in today's public education system, and presents a series of questions and answers which will be of particular interest to school board members, legislators, lawyers and journalists. These questions are grouped into two major categories: (1) test purposes and users; and (2) current testing issues. Current testing issues include how teachers view testing, why achievement test scores are declining, the meaning of the truth in testing legislation, the meaning of test bias, issues related to IQ testing, educational and legal issues surrounding minimum competency testing, and the evaluation of teachers in the schools. In addition, an annotated bibliography, a glossary of measurement terms, and a summary of common test scores are included that aid in the layperson's quest for information related to the issues.
