| Abstract | A survey of 47 New York City programs designed to provide preventive services to high risk families and children was undertaken through mailback collection forms, onsite interviews, and case record readings. Among findings were that data in the applications and monthly reports were incomplete and inconsistent; operational definitions of prevention in all programs included the prevention/reduction of the need for foster care; programs frequently provided services to compensate for failures of other public systems; and difficulty in getting clients involved in services was a major problem. Recommendations were made, including that all programs should be evaluated continually, standard performance indicators of success should be developed, and better coordination between preventive service programs and the educational system should be developed.
