Abstract	This guide provides a brief introduction to the Participant Action Plan Approach (PAPA) and a user's handbook. Part I outlines five steps of PAPA which determine how job behavior is changed by training course or program participation. Part II, the manual, is arranged by the five steps of the PAPA approach. Planning for PAPA discusses making decisions about information needs, data collection method, and task assignment. In-Course Activities contains two lesson plans (Introducing PAPA and The Action Plan Exercises), including objectives, duration, sample scripts, and handouts. Two methods--interview and questionnaire--are overviewed in Follow-up Activities. Forms and sample materials are provided. Analysis and Conclusions describes four tasks: choosing the data, locating it, counting behaviors, and organizing the data. A chart correlates data needs to one of these data organization methods: matrix analysis, content analysis (learning objectives groupings, course modules/topics groupings, natural groupings), or supplemental information (planned behaviors, non-behavioral changes, comments about the training). The final step, Report, details development of each section of a recommended report format. Appendixes include Conducting the Interview, Sampling, The Code System for Keeping Action Plans, and a sample report. (YLB)
