Abstract | The report describes the activities of the Bureau of Education for the Handicapped (BEH), and state and local education agencies during the first year of the implementation of Public Law 94-142 (Education for All Handicapped Children Act). The report includes findings from relevant studies and court cases, data provided by states in their Annual Program Plans, and information gathered by members of the staff of the Division of Assistance to States during their monitoring activities. The information was organized around the following six questions which serve as the chapters: "Are the Intended Beneficiaries Being Served?", "In What Settings Are Beneficiaries Being Served?", "What Services Are Being Provided?", "What Administrative Mechanisms Are in Place?", "What Are the Consequences of Implementing the Act?", and "To What Extent is the Intent of the Act Being Met?". About half the report consists of appendixes including the BEH notes and study review, the evaluation plan for the Education for All Handicapped Children Act, the special studies funding history, and extensive tables of data obtained primarily from child counts and states' Annual Program Plans.
