AbstractNaturalistic research methods were used to analyze five case studies of school program evaluations. Interviews were conducted with program personnel and evaluators for the five programs, which were funded by the Elementary and Secondary Education Act, Title I, Title III, or Title IV-C. Programs were: (1) Bayview: Project MORE, a program to improve achievement and students' attitudes toward school, at McNaught Junior High School; (2) Valley Vista: an individually guided education Program implemented in an elementary school; (3) Rockland; K-LEAD, a kindergarten program emphasizing early diagnosis and treatment of academic problems; (4) Clayburne; Outreach, an experimental high school program offering alternative activities in career education; and (5) Garrison: a bilingual program for Mexican Americans at McNair Avenue Elementary School. The bulk of this book presents descriptions of each of the program evaluations, which are followed by the brief statements of various reviewers. It was suggested that eight interacting categories of factors contributed to the utilization of evaluation: preexisting evaluation bounds; orientation of users; evaluator's approach; evaluator credibility; organizational factors; extra-organizational factors; information content and reporting; and administrator style.
