Abstract | The informational and procedural requirements of 30 states for approval of new educational degree programs in community colleges are outlined in this report to the National Council of State Directors of Community/Junior Colleges. A detailed table lists 36 potential elements of program proposals, such as program title, goals, and objectives; students' characteristics and needs data; admission and student selection criteria; enrollment projections; costs and income data; course descriptions; personnel, library, and equipment needs information; and evaluation plans. The table indicates what descriptive information is required by each state to support requests for approval of new programs. A subsequent section indicates to which state agencies or officers the program proposals are submitted for review and approval. Procedures and deadlines for submission of proposals are outlined, and the summary for each state may include information on the ways in which new program proposals are implemented and evaluated. A final section covers the educational requirements for the associate degree and certificate programs currently offered in each state, frequently listing the purpose or orientation of the degree, the total number of course hours required, and hours required in various subject areas.
