Abstract | This study compiles summaries of the state legal standards governing public elementary and secondary education. The legal standards include state constitutional provisions, state statutory provisions, rules and regulations officially promulgated by either state boards of education or state departments of education, and less formal state administrative material. The summaries are organized by topic to facilitate cross-state comparison of the legal provisions in a variety of subject areas. The classification system has four main divisions. Section 1 concerns the distribution of powers, duties, and functions among educational officials, official bodies, and administrative units. Section 2 is divided into three categories: educational courses and programs, educational materials, and school property and facilities. Section 3 is concerned with the quality of the educational process and deals with such topics as accreditation, certification, and personnel evaluation. Section 4 concerns support services and other subjects collateral to, but often directly connected with, the educational process. Because the compilation uses summaries rather than full texts of the legal provisions, it cannot be used to determine the precise requirements of the law in any setting. (Author/IRT) |
