| Abstract | At the direction of President Carter, a year-long study of government audiovisual programs was conducted out of the Office of Telecommunications Policy in the Executive Office of the President. The programs in 16 departments and independent agencies, and the departments of the Army, Navy, and Air Force have been reviewed to identify the scope of the government effort, determine whether there is any inefficiency and, if so, to devise ways of improving the situation. The review included personal interviews, visits to government production facilities, budget analyses, film screenings, and videotape showings. Projects and facilities were examined on the basis of written justifications, clearance procedures, procurement systems, utilization, costs, distribution, and evaluation procedures. This summary of the project presents an analysis of the data collected, lists equipment and facilities for the various departments, and recommends processes and procedures for efficient operation of audiovisual activities. Reports from the Departments of Agriculture; Commerce; Defense; Energy; Health, Education, and Welfare; Housing and Urban Development; Interior; Justice; Labor; State; Transportation; and Treasury and from ACTION; Agency for International Development; General Services Administration; and the National Aeronautics and Space Administration are available from the National Telecommunications and Information Administration.
