Abstract | This paper explores some of the implications of cross-ownership of newspapers and other media in a single market and the role of the Federal Communications Commission (FCC), the Department of Justice, and the Federal Trade Commission (FTC) in enforcing national policy favoring a deconcentration of local mass media. It describes the history of FCC regulation of local media concentrations, looks at the potential harms and benefits of newspaper-broadcast media cross-ownerships, and proposes that the FCC distinguish between behavioral problems and structural problems. It further suggests that the Department of Justice should bring antitrust action for behavioral monopolistic activities of concentrated owners and that the FTC should look at local media concentrations under Section Five of the Federal Trade Commission Act.
