AbstractThe upheaval in large city school systems during the late 1960s and early 1970s is examined in this book. Most of the specific examples are drawn from school districts in New York City, such as Ocean Hill-Brownsville and Canarsie. The problems of growing demands for community control, ethnic and racial conflicts, and school decentralization are explained in sociocultural perspective. The history of large city school system bureaucracy and ensuing reforms are described. The struggle for student rights, community involvement and educational change is explained in light of school board politics, teacher unionism, school administration and legislative action. Integration and busing are discussed in depth. The social and political atmosphere of ethnic demands and educational change in the period is recreated and the actions of those in power (boards of education, courts, politicians, tax exempt institutions, etc.) are criticized. Suggestions are made as to how these bodies might act in the future to provide stable, nondiscriminatory school systems in which all children can get a decent education. (WI)
