Abstract | Problems encountered by federal agencies in the United States in providing information and referral (I&R) for human services are described. These problems, which have resulted from fragmentation and duplication of effort, include: limited accessibility; no publicity; restricted services; lack of proper needs assessment and follow-up services; inadequate resource files; limited scope of service; poor quality control; and lack of interagency coordination and firm leadership. Recommendations for improvement of I&R services are based on communication, cooperation, and consolidation. This report to the Congress by the Comptroller General recommends the establishment of a task force to develop a national policy and plan to promote the establishment of comprehensive I&R centers which would eliminate many of the problems.
