| Abstract | This document traces the development of Federal Communications Commission (FCC) network regulations from their beginning in 1941 with the "Report on Chain Broadcasting." The eight rules defined by the report were aimed at correcting network abuses and were intended to maintain community broadcasting in the public interest. The document discusses the 1957 Barrow Report on television networks and the 1960 FCC program policy statement on prime time access rules; considers, in chronological order, complaints from consumer groups and rival broadcasters, judicial proceedings, and proposed congressional actions; and discusses current problems that have prompted a new look at the network controls behind television, as well as proposed legislation for regulation and control similar to the first report.
