| Abstract | The author, former chairman of the National Labor Relations Board, outlines what the board does and evaluates how efficiently it performs its two roles--honest ballot association and public law enforcer. The author is most concerned with the latter role. Emphasis is placed on the organization and administration of the board and its supporting staff. The selection and administration of qualified and hardworking administrative law judges is a major difficulty. The regional offices of the agency, administered in large part under the supervision of the general counsel, are an administrative success; however, the decision-making side of the agency leaves much to be desired. The author holds that legislative attempts to repair the board's functioning have actually damaged its administrative design. Fundamental administrative redesign is necessary if significant improvements are to be expected. (Author/IRT) |
