| Abstract | The report compares results of surveys in 1972 and 1974 to determine the perceptions and attitudes of army personnel toward race problems and the army's equal opportunity programs. It was hypothesized that racial attitudes of blacks and whites would have changed in a positive direction during the two year period. Data were collected using the Enlisted Personnel Questionnaire at 13 army installations in the United States, Europe, and the Pacific. Results are discussed in three areas: army personnel's perception of the army's race problem, perception of Army Equal Opportunity and Treatment programs, and experiences and perceptions of race relations education programs. Overall, perceptions of black and white personnel support the proposition that the racial situation in the army had improved. Promotions and military justice remained the primary sources of dissatisfaction for blacks, although improvement in both areas was evident. The role of the Equal Opportunity Officer had become clearly recognized by 1974. Favorable perceptions of race relations training had decreased compared with 1972, but the results of race relations training in terms of increased knowledge and awareness appeared definite.
