Abstract	The statistical data in this study describes state and local government employee organizations, work stoppages, written labor-management agreements, and state and local government labor relations policies. The data were collected by a mail survey of all state governments, all local governments reporting more than 50 employees in the 1972 census, and a random sample of smaller local governments. The survey covers the time period from October 1972 to October 1974. The data show a 10.1 percent increase from 1972 to 1974 in the number of government employee organization members; 51 percent of all full-time state and local government employees belonged to such organizations in 1974. The number of governmental units reporting labor relations policies likewise increased over these two years, and the number of labor-management agreements (both negotiated contracts and memoranda of understanding) had grown almost 22 percent by 1974. School districts experienced the largest number of work stoppages for the year 1973-74, though stoppages and strikes increased for all governmental units during this period. (DS)
