Abstract | The document presents a report of the approach, activities, and achievements of the Adult Basic Education Staff Development Project undertaken by Health, Education, and Welfare Region 5. The region is composed of six States: Minnesota, Wisconsin, Michigan, Illinois, Indiana, and Ohio. The purpose of the joint venture is to strengthen and develop the individual State's capabilities for continuous staff development. This permanent delivery system would encompass the State department of education, institutions of higher learning, and local education agencies. The States will develop long-range goals which would involve research, dissemination of resources and assistance, and practical applications and innovations. The administrative structure of the project staff is discussed. The implementation of project objectives was achieved in three phases. Final reports for each participating State, making up the body of the report (78 pages), are presented and contain information on State activities and planning in the staff development project. Appended are: a third party year end evaluation report of Phase 3, names of staff development committee, guidelines for a coordinated reporting system, letter of agreement, Phase 3 activity checklist, a brief vitae form, and a needs assessment instrument.
