Abstract | Volume 16 of the 19-volume Highway Safety Program Manual (which provides guidance to State and local governments on preferred highway safety practices) concentrates on debris hazard control and cleanup. The purpose and objectives of such a program are outlined. Federal authority in the area of highway safety and policies regarding a debris control and cleanup program are explained. Program development and operations (planning considerations, control centers, operational elements, and training) are presented. Criteria for program evaluation and different types of reports (routine, special, and National Highway Traffic Safety Administration) are explained. Local government participation is outlined. Appendixes contain the Highway Safety Program Standard 16, Debris Hazard Control and Cleanup; a glossary of definitions; references; a list of representative projects; a list of resource organizations; a list of communications systems and recommended equipment; and information concerning procedures to follow in the event of an incident involving a nuclear radiation source.
