Abstract	The study by a team from the Council on Economic Priorities found: (1) that employment discrimination against minorities and women is endemic to commercial banking; (2) that a majority of the commercial banks studied are unwilling to permit public scrutiny of their employment and minority lending practices; and (3) that both the secrecy and the discrimination are perpetuated by Federal law, policy, and complacency. In gathering data which led to these findings, both secondary and primary sources were used. The secondary sources consisted of trade publications, bank publications, Federal rules and regulations, and some graduate studies. Primary sources were: a 10-page questionnaire, Equal Employment Opportunities Commission forms and American Bankers Association surveys, and approximately 200 personal and telephone interviews with a variety of individuals. The three largest banks in six cities (New York, Chicago, Detroit, Philadelphia, Washington, D.C., and Atlanta) formed the basis for the study. Of these, seven banks provided a reasonable amount of data; six provided partial data; and five declined to provide any.
