Abstract	Adult education programs should be based on the intelligent application of information gained from studies investigating adult motivation and participation in other programs. The paper consists of a selected review of the literature on motivation and participation in adult education. Insights and conclusions drawn from these studies are offered as parameters for developing programs which will have intrinsic appeal to the public. Since adult education programs are only servicing about 20 percent of the population they are not fulfilling their obligation to the community. The task for adult continuing education is not to concentrate on techniques of "selling" but rather to develop a comprehensive curriculum which is based on research and which meets the needs of each target group within the community. The successful accomplishment of this primary task will facilitate the secondary function of program promotion.
