AbstractThis report deals with one portion of the South's youth population--the pushout--those young people who have been expelled or suspended from school or who, because of intolerable hostitlity directed against them, finally quit school. Several years ago, reports began to be received of in-school discrimination and of an escalating rate of suspensions and expulsions, especially among black students, both nationally and in the South. As reports increased, a fact-gathering effort was initiated, motivated by the painful awareness that personal growth and future economic opportunity of young people is jeopardized by such practices. The staff of the Southern Regional Council's School Desegregation Project talked with students, teachers, administrators, government and community leaders and lawmakers in eight Southern States to glean attitudes, experiences and suggestions. In four of those States, investigative journalists went to school districts where they talked with educators and community leaders about rules, regulations, practices and disciplinary methods, as well as educational alternatives to pushing students out of school. Supplemental information was gathered in three additional states, and extensive research undertaken at the federal level by the Robert F. Kennedy Memorial. As the impact of court decisions affecting school desegregation begins to be felt more fully across the nation, it is the South that has a unique opportunity to learn from the bitter experience of its past mistakes and to assume a strong role of national leadership: hence it was the focus of this introductory report.
