Abstract | The El Salvadoran educational reform policy called for a major revamping of previous educational goals and objectives. The basic questions of how these new goals might be achieved have been resolved through major administrative restructuring and by embarking upon the widespread use of educational technology, instructional television (ITV) playing the major role. A comprehensive cost-effective profile of the national ITV program is presented in this detailed report. An analysis of all phases of the ITV program and their interrelationships with the other educational units including baseline cost estimates, operational budgeting, and the handling of the educational deficit is presented. Of particular importance are the recommendations that the basic development plans must include more precise manpower objectives and that there is a great need for more effective ITV programming.
