Abstract	This study provides the officials of Tempe, Arizona, with a wide range of baseline information regarding citizen attitudes toward the City. It contains a design for an information system which could increase the breadth of information available for decision-making city officials and increase citizen participation in the process. Sixteen community issues were analyzed in terms of: (1) the relative importance of each issue as perceived by the residents, (2) the perceived performance of the city for each of the issues, (3) the amount of volunteer effort for each problem area, and (4) the amount of financial support for each service area. The subsystem proposed for use has been named MIS for Municipal Information System. The functions of MIS are oriented to both citizens and decision-makers; the potential users of information are the gatherers and processors of it. MIS breaks down into three major function areas: gathering, processing, and utilization. The system would provide an opportunity to evaluate the effectiveness of present programs, allow more active participation by the public in planning programs, and produce better baseline information necessary for effective planning.
