Abstract | The Joint Federal/State Task Force on Evaluation (the Belmont Group) is currently developing a Joint Comprehensive Evaluation System (JCES) for the federally funded programs under the federal acts listed above. It is planned that JCES will replace the multiplicity of evaluation systems (and paper work) under the separate existing programs. This report covers Phase II of the project and emphasizes a systems analytic viewpoint. One of the distinctive features of JCES is its concern with the evaluation of the management of the funding process, as well as with the impact of the substantive programs being funded. The JCES evaluation model is described in some detail, including goals, objectives, systems elements, and variables. The statistical data sub-systems, including the instruments to be used, are characterized and analyzed. The system reporting requirements are discussed and specified. The data analysis plan requirements are outlined. JCES implementation schedules, working organization, and manpower requirements are noted. Political and practical implementation problems are discussed. The sampling designs to be used are described in detail. Finally, brief discussions of the requirements for the further development of the total JCES are included. The appendices to this report are available as TM 000 108.
