Abstract	With a wealth of granular detail, this chapter assesses how the CPC and the Chinese state leverage international business and commercial ties to obtain foreign technology and knowhow in order to advance China's national development goals. It looks at how this approach, and specific policies within it, evolve to meet changing national goals as well as market conditions. Today this includes the construction of a corporate "credit system" to influence corporate behavior on technology transfer. The author discusses how the CPC has for decades used access to the international market to obtain foreign technology and knowhow, with an especial focus on the role played by its overseas acquisitions and the adaptation of global trade tools to promote foreign technology transfer to China. Chapter 4 presents the unique aspects of China's economic system, and global position, that have allowed these methods and approaches to gain real traction and yield considerable results.
