Abstract	Education policymaking is influenced by various different factors on different levels. In order to be able to draw general conclusions on the influence of international organizations (IOs) on national policymaking in the field of education the authors take a quantitative approach. In this chapter they will assess the impact of international and national factors on education policy change by applying different quantitative methods. The chapter is structured as follows. The authors will first shortly subsume the theoretical concepts outlined in this volume, highlighting several assumptions regarding the influence of national and international factors on education policy change. In a further section, they will present the data and methods for their research, building upon the methodology outlined elsewhere in this volume. In the third section, the authors will present evidence on cross-national convergence and divergence in secondary and higher education. In the fourth section, they will assess policy changes in secondary education in the context of the influence of IOs and national politics, carrying out regression analyses. The fifth part will present similar analyses for higher education. In the concluding section, the authors will compare the findings and outline their significance for research on policy convergence and social policies, as well as for the internationalization of education policy.
