Abstract | "This is the final report for the project entitled 'The social benefits of vocational education and training for individuals in a European context'. The project, funded by CEDEFOP, formally started in December 2008 and had a duration of 14 months. The project is a collaboration between the Institute of Education in London and the Institut Arbeit und Qualifikation an der Universität Duisburg Essen in Germany. Other participating institutions in the project were the University of Aix-en-Provence in France, the University of East London and the University of Sussex in the UK. The project has three aims. The first is to review different theoretical approaches that explain the reasons why a learning experience can be beneficial for individuals, their families and communities and to apply these theoretical principles to the particular case of Vocational Education and Training (VET). Overall, the project finds that there are important aspects from the theoretical frameworks discussed - economic, identity and social capital and the ecological model - that are helpful in understanding why a positive learning experience may lead to the generation of outcomes beyond income and employment. Firstly, there are immediate changes in individuals' personal and social circumstances that are the result of the learning experience. Individuals engaged in learning acquire skills and knowledge and improve their capabilities, which could, in principle, enable a more efficient decision making with respect to different aspects of their lives (i.e. their health, their family, engagement in community and social participation). Secondly, in the learning context individuals form new social groups, modify previous ones, and form relationships with teachers, tutors, mentors, other students/co-learners and employers. These networks can increase individuals' sense of belonging, identity and they may also enhance access to institutions. Thirdly, a positive learning experience could have the potential to tackle structural inequalities. A learning experience which develops the capacity of individuals to find out what needs to be done and how to do it and which fosters habits of self-direction has the potential to generate social benefits even within a system characterised by high levels of social and economic inequalities."
