Abstract	This chapter reviews the seminal role of the Council of Europe with regard to anti-doping policy; the EU's role on doping in sport prior to 2007; the 2007 White Paper on Sport as a catalyst for greater EU interest in anti-doping policy; an assessment of the EU Expert Group on Anti-Doping's contributions to revisions of the WADA Code and including its compliance with EU law; and finally, the EU's policy objective of promoting an athlete-friendly anti-doping system through supporting programmes that educate/prevent against, as opposed to those that merely sanction/deter, a doping culture at all levels of sport.
