Abstract | "Poverty is part of a global problem and also, sectoral caps facing the world's richest countries. There are several concepts of the understanding and measurement. So how is this understanding changed, and changed the definition of poverty as such. At present, European countries dominated the definition of the Council of Europe in 1984, according to which 'poverty refers to people, families or groups of persons whose resources (material, cultural and social) are so limited that they are excluded from the minimally accepted lifestyle states in which living' (National Human Development Report Slovakia, 2000). Poverty can also be defined as the extreme lack of life experience, vegetation and limited freedom of choice. Argues that poverty is ultimately about the lack of freedom, because once disadvantages conditions of freedom is the absence of involuntary deprivation in material living circumstances, which is so serious, that does not give individuals the opportunity to lead a life in conformity with the aspirations and choices."
