Abstract"In today's 'learning society' (Crouch et al. 1999), the need for continuous worker training is widely acknowledged, as rapidly changing technologies reduce the shelf life of a worker's skills. Throughout the 1980s and 1990s, firms in many developed countries increasingly relied on flexible staffing arrangements in order to be able to quickly adjust to changing market conditions. These firms are unlikely to invest in the skills of workers who will be with a firm temporarily, typically for a relatively short period of time. The use of flexible, temporary employees is arguably at odds with employer-provided training targeted at enhancing worker employability. The simultaneous desire for employment flexibility of firms and the workers' need for ongoing skill acquisition presents us thus with an interesting 'training-flexibility paradox'. While addressing this paradox, the paper focuses on flexible workers in an emerging sector in the Netherlands, the value added logistics (VAL) industry. The paper combines the 'flexicurity' concept (Wilthagen 1998) with the 'transitional labour market' (TLM) approach (Schmid 2002). Essentially, flexicurity is about balancing worker and employer interests, and more specifically concerns: trading off the degree of security needed by the worker and the level of flexibility desired by the employer. In the TLM approach, transitions on the labour market and between the labour market and other social domains (private households, education, and retirement) are necessary in order to prevent social exclusion. The central questions this paper tries to answer are: 1) is training for flexible workers part of flexicurity strategies in the value added logistics industry? 2) do these strategies help to enable worker transitions from flexible work to less precarious employment? 3) can these flexicurity strategies positively affect the quality of the transitions? This paper is a preliminary report on work in progress and part of a three-year comparative study that started in 2004. Much of the findings in this paper come from literature review and analysis of policy documents from the archives of the FNV, the largest trade union federation in the Netherlands.
